Transportation Programs

Title VI Program

Title VI of the 1964 Civil Rights Act prohibits discrimination based on race, color or national origin in programs or activities which receive federal financial assistance. In accordance with this act, a Title VI plan is required for designated recipients of federal funding. The plan provides a framework for implementing procedures into the decision making process of an organization. In addition, Executive Order 12898 ensures that all federally funded transportation-related programs, policies, or activities having the potential to adversely affect human health or the environment involve a planning and programming process that explicitly considers the effects on minority populations and low-income populations. The Environmental Justice Plan provides a framework for implementing procedures to meet the requirements of the Order.

Urban Transportation Program

The Grand Strand Area Transportation Study (GSATS) Policy Committee is the Metropolitan Planning Organization (MPO) for the Myrtle Beach-Socastee SC/NC Urbanized Area. WRCOG, the South Carolina Department of Transportation (SCDOT) Planning Section, and the North Carolina Department of Transportation (NCDOT) are designated as the MPO staff. WRCOG provides a transportation planning staff, through Federal and local (Horry, Georgetown, and Brunswick counties) funding, to administer the transportation programs, collect and compile land use data and gather any additional planning data required.

The transportation staff works with local governments, the GSATS Policy Committee, SCDOT, NCDOT, Waccamaw Regional Board of Directors and the Federal Highway Administration in the implementation of the Moving Ahead for Progress in the 21st Century Act (MAP-21) and the Rural Planning Grant.

Rural Transportation Program

All areas in the region that do not fall within the MPO study area (SC only) boundary are considered rural. The Council also provides transportation planning for the rural areas of Georgetown, Horry and Williamsburg counties. The WRCOG Board of Directors acts as the decision making body for the rural portions of the region.
