Request for Proposals – Fund Accounting Software for WRCOG

Waccamaw Regional Council of Governments (WRCOG) is requesting competitive proposals to provide Fund Accounting Software, conversion and installation services. You are invited to submit a Proposal in accordance with the requirements of the solicitation. Proposals are to be submitted to Waccamaw Regional Council of Governments (WRCOG), 1230 Highmarket Street, Georgetown, SC 29440 no later than 12:00 noon on Thursday, April 7, 2016.

WRCOG will take into consideration the following information in determining acceptance, evaluation and approval of proposals.  The proposal will be reviewed based on the following specific criteria.

  1. Organization Capability and Experience 20%
  2. Cost Considerations 20%
  3. Coverage of Requirements 40%
  4. Timelines for Installation/Conversion 10%
  5. Staff Experience 10%         

This solicitation does not commit WRCOG to award a contract, to pay any costs incurred in the preparation of a proposal in response to this request, or to procure or contract for the articles of goods or services.  WRCOG reserves the right to accept or reject any or all proposals received as a result of this Request for Proposal (RFP), to negotiate with all qualified offerors, or to cancel in part or in whole this Request if it is in the best interest of WRCOG to do so. If a vendor has already submitted a quote that is responsive to the requirements of the Request for Proposal, then it is not necessary to resubmit and your quote will still be considered.

Waccamaw HOME Consortium – Amendment to 2014 & 2015 Action Plan Years

HOME INVESTMENT PARTNERSHIPS PROGRAM

 PUBLIC COMMENT PERIOD

 FEBRUARY 10, 2016 – MARCH 11, 2016

 The Waccamaw HOME Consortium (Consortium), representing Georgetown, Horry and Williamsburg counties, has released a substantial amendment to the HOME program 2014 and 2015 Action Plan Years.

2014: $190,000 Homeowner new Construction reallocated to Homeowner rehabilitation

2015: $330,000 Rental Rehabilitation and Homeowner Rehabilitation reallocated to Homeowner rehabilitation.

Activity subrecipients are the City of Myrtle Beach ($150,000), City of Conway ($150,000) and Grand Strand Housing & CDC ($220,000).

Copies of the Substantial Amendment are available on the website at wrcog.org or at the Waccamaw Regional Council of Government Office.

Notice of Funding Availability

In planning the 2016-2017 program year budget, The Waccamaw Regional Council of Governments HOME Consortium will be seeking applications from non-profits, for-profits, local governments and Community Housing Development Organizations (CHDOs).  The U.S. Department of Housing and Urban Development HOME funds (Home Investment Partnership Act of 1992) may be used for approved new construction and renovation of rental housing units, and tenant based rental assistance programs. Grants and low interest loans will be available for eligible projects.

Applications may be obtained on the Waccamaw Regional Council of Government website www.wrcog.org or by contacting Courtney Kain.   Applicants may also schedule a technical assistance meeting on February 16, at the Waccamaw Regional Council of Governments, 1230 Highmarket Street, Georgetown, SC 29440

All applications will be due February 23, 2016 by 5:00pm in the offices of the Waccamaw Regional Council of Governments.  Applications received after the due date will not be eligible for funding.
