The Waccamaw HOME Consortium program has collected and reported on the outcomes and performance of the area’s HOME Reinvestment Act grant funding for the counties of Georgetown, Horry and Williamsburg. The period reported on is July 1, 2014 to June 30, 2015.

PUBLIC HEARING NOTICE
Waccamaw HOME Consortium and the SC Department of Commerce are sponsoring a series of focus group meetings to discuss community and economic development needs and priorities throughout the region. This will help us as we develop the Community and Economic Development sections of the State’s Consolidated Plan for Housing and Community Development as well as the Waccamaw HOME Consortium Consolidated Plan. This plan also includes the needs of the Urban Entitlements of Horry County, the City of Myrtle Beach and the City of Conway.
The purpose of the public hearing is to receive input on how to spend the federal funds for activities addressing the following types of area needs. Proposed activities must primarily benefit persons with low and moderate-incomes.
- Affordable Housing
- Homeless Prevention
- People with Special Needs
- Neighborhood Revitalization
Because the Plan affects many people, communities and organizations across the State and region, we are seeking your help in identifying needs and opportunities, so that we may develop strategies and priorities for funding that best meet the needs of the local jurisdictions.
You are invited to participate in the focus group meeting/ public hearing that will be held:

HUD Consolidated Plan Information
The State of South Carolina and Waccamaw Home Consortium are both preparing their Five Year Consolidated Plan for Housing and Community Development. This Plan is required by the US Department of Housing and Urban Development (HUD) to distribute funds for the Community Development Block Grant (CDBG), HOME Investment Partnerships State and Waccamaw HOME Consortium allocations, Emergency Shelter Grants, and Housing Opportunities for Persons with AIDS (HOPWA) programs. The South Carolina Department of Commerce – Grants Division and Waccamaw HOME Consortium are the lead agencies coordinating development of their respective Consolidated Plans.
When complete, the Plans will provide an overall assessment of needs for housing, community development, or for special needs housing and homeless services. It will address the needs of low and moderate income persons and special populations such as the elderly, disabled and homeless. The Plans will provide information that will assist in establishing the strategies, priorities and actions to address the needs identified with available federal and other resources. The information will be used to establish funding priorities for the HUD programs.
Medicare 101 class being offered in Myrtle Beach
Waccamaw Regional Council of Governments’ SHIP (State Health Insurance Program) will hold a Medicare 101 class on July 16, 2015 from 10:00 a.m. to 12:30 p.m. at Grand Strand Senior Center on 1268 21st Ave N., Myrtle Beach, S.C. 29577.
The class is an introduction to Medicare including what the various parts cover, when to enroll, who pays what costs, and other common questions. Highly recommended for anyone entering the Medicare system within the next year, but all are welcome.
Admission is free but due to limited space, registration is required. Attendees are asked to bring their copy of the “Medicare and You” 2015 handbook for reference during the presentation (limited copies will be available if you do not have a copy).

HOME Consortium Funding
Notice of Funding Availability Workshop
In preparing the 2015-2016 program year budget, The Waccamaw HOME Consortium will begin its annual competitive funding application round on Wednesday, March 4, 2015. The HOME Consortium will be seeking applications from non-profits, for-profits, local governments and Community Housing Development Organizations (CHDOs). The U.S. Department of Housing and Urban Development HOME funds (Home Investment Partnership Act of 1992) may be used for approved homeowner housing rehabilitation programs; new construction and renovation of rental or home buyer housing units; and direct financial assistance to buyers of HOME-assisted units.
The Funding Application and Guidelines will be released and available at the Application Workshop to be held at the Waccamaw Regional Council of Governments office.

Attendance at the meeting is not mandatory but will greatly benefit your organization due to the orientation provided. The application and application resources will be made available at www.wrcog.org/planning/home-funding application upon conclusion of the Funding Application Workshop and can also be mailed upon request. The on-line Application will be available in fillable, electronic format.
All applications will be due April 3, 2015 at 5:00pm in the offices of the Waccamaw Regional Council of Governments. Applications received after the due date and time will be unable to compete for these funds. The HOME Consortium Technical Review Committee will review all applications and make funding recommendations to the Waccamaw Regional Council of Governments Board of Directors.
